Objective of the Engagement
The Ministry of Internal Affairs engaged Indrivo to deliver specialized consultancy services to define the digital transformation strategy and develop a comprehensive Terms of Reference (ToR) for the design, development, and implementation of the Registry of Arms Information System (RAIS).
The goal was to provide a clear digital vision, actionable requirements, and a procurement-ready ToR for modernizing firearm and arms registration processes in line with EU directives and Moldova’s national legislation.
